Kate Titford is responsible for the conduct of the organization's legal affairs, providing advice and counsel to colleagues and initiatives throughout the organization. She previously managed the legal assistance component of the National Foreclosure Mitigation Counseling Program, a $30 million federally-funded grant program that assisted families facing foreclosure. Titford joined the Office of General Counsel in 2011 and became deputy general counsel in 2019. 

She brings more than 15 years of experience working in the housing and community development field. Before joining NeighborWorks America in 2009, Titford served as regional coordinator at the McAuley Institute, managing director of Baltimore City's nonprofit vacant building receiver, and as managing editor of a quarterly housing law digest published by the Housing & Development Law Institute. She is a graduate of Spring Hill College in Mobile, Alabama and the University of Maryland School of Law, and a former member of the Jesuit Volunteer Corps.

Outside of work, Titford is a bikram yoga enthusiast, a frequent concert-goer, an international traveler, and a fiercely devoted resident of Baltimore City. She volunteers with By Peaceful Means, an organization whose summer camp provides peace education and employment opportunities to young people in Baltimore.
